This Division is also engaged in an important investiga-tion of the relative value of different types of road andpaving materials under various local conditions, and theinspection and supervision of roads and pavements of alltypes and their materials of construction. It is preparedto furnish specifications and advice regarding road andpaving problems, and also improvements of materials andprocesses relating to the road and paving material indus-tries. The Division also engages in the preparation ofexpert evidence to be used in litigation when the purposesof clients are thoroughly straightforward and honest. The Institute invites to this Division the attention of allpublic services bodies, associations, corporations and indi-viduals who are interested in the manufacture and use ofcements, concretes, road and paving materials and all othermaterials of construction. The interests of all clients ofthe Institute are carefully and loyally guarded in everyway. 24

The design of scientific instrumentsis made a specialty, as well as tests of motors, generators,transformers, lamps, primary and storage batteries, light-ning arresters, protective devices, fuses, circuit breakers,high and low tension magnetos, etc., etc. Certificates oftests will be furnished by the Institute when this is justifiedby the circumstances and the performance of the devicewarrants it.
