If i had a hacksaw blade with a lock choose template on it, who (what profession) could i take it to to have it professionally and very precisely reduce out?

Templates are not precision there by any person with a dremel could do it. As for a professionally that would be a machinist. Count on 75 dollars a hour and it would take about half hour. It would be cheaper to buy a dremel and do it yourself.
If you have real dimension you could have the blade edm machined at a machine shop. Count on two hours worth of programming and setup work.
